Case Study

The Rockford Police Department is the primary law enforcement agency for the city of Rockford, Illinois. The department is committed to providing professional, proactive, and community-oriented policing services to its residents, businesses, and visitors. With a staff of over 300 sworn officers and support personnel, the department works closely with community members and partners to prevent crime, respond to emergencies, and build trust and positive relationships between law enforcement and the community. The Rockford Police Department is dedicated to creating a safe and secure environment for all those who live, work, and visit the city of Rockford.
In 2018 Montel Technologies was tasked with working side by side with the City’s Intel team to develop the City of Rockford IL a real-time crime center (RTCC) for the Police Departments Intelligence Security Command Center comprised of full time Crime Analysts and Intelligence Officers.
The mission developing the RTCC was to provide a more proactive and data-driven approach to public safety, helping the department use technology and data to prevent, detect, and respond more quickly and effectively to crime and other incident and delivering more critical and timely information to the appropriate constituencies (the officers or detectives on-scene, commanders in the field, law enforcement executives, private citizens, etc.).

 

Solutions Developed

 
Cloud VMS
Develop a Cloud VMS to provide a centralized platform for managing and monitoring video feeds from a web browser from multiple ONVIF cameras installed at intersections across the city.  The centralized platform can also ingest camera feeds and map facilitate collaboration between different departments and agencies involved in public safety and security.
Features Include:
Video management: Manage video streams from multiple cameras and provide features such as live streaming, video playback, and video archiving.
User management: Provide user authentication and access control to ensure that only authorized users can access the video feeds and system settings.
Alarm management: Provide alarm management features such as real-time notifications, event tracking, and automated responses to specific events.
Integration: Integrate with other systems such as access control, alarm systems, and video intercoms to provide a more comprehensive security solution.
Scalability: Support large numbers of cameras and users, making it scalable and suitable for organizations of different sizes.
Remote access: Provide remote access to video feeds and system settings, enabling users to monitor and manage the system from anywhere with an internet connection.
Geolocation: Identifying the geographic location of cameras using its GPS coordinates or other location-based technologies, and then plotting that location on a map for identifying name, location and recording status.

Law Enforcement Information Management System (LEIMS)

Develop a software platform to facilitate collaboration and streamline investigations among the City’s Intel team. To provide a centralized database for storing and analyzing criminal intelligence information, assisting the agency to prevent and solve crimes more effectively.

 

Features Include:
Data ingestion: The platform can ingest data from various sources, such as police reports, crime databases, and other law enforcement databases, to provide a comprehensive view of criminal activity.

 

Cross-agency collaboration: The platform can enable collaboration between different law enforcement agencies, such as police departments, sheriff’s offices, and federal agencies, to share information and coordinate investigations.

 

Case management: The platform can include case management features, such as task assignments and status tracking, to help law enforcement agencies manage investigations and track progress.

 

Mobile access: The platform can be accessible from mobile devices, such as smartphones and tablets, to enable law enforcement officers to access critical information while in the field.

 

Secure data management: The platform can provide robust security features, such as encryption and access controls, to protect sensitive data from unauthorized access or theft.

Evidence Management
Develop a evidence management system to help detective bureau manage physical evidence collected during investigations and import backups of previous years of archived media. The team worked with Detectives to develop a system around the following parameters.
  • Secure storage: Provide a secure storage for physical evidence to prevent loss, theft, or tampering. It should also include controls for access to the evidence, ensuring that only authorized personnel can handle and view it.
  • Chain of custody tracking: Track the chain of custody for all evidence, providing a complete record of who has handled it and when. This is critical for maintaining the integrity of the evidence and ensuring its admissibility in court.
  • Evidence tracking: Enable tracking of all evidence, including its location, status, and associated case information. This enables investigators to easily locate and retrieve evidence when needed, and to track the progress of their investigations.
  • Digital evidence management: Ability to import digital evidence, such as photos, videos, and audio recordings, as well as physical evidence. This ensures that all types of evidence are properly managed and stored.
  • Integration with other systems: The system can integrate with other law enforcement systems, such as records management and case management systems.
  • Reporting: The system should provide reporting capabilities, enabling agency to generate reports on evidence status, case progress, and other metrics.
 
Portable video camera system
Design and install a portable video camera system in specified intersections across the city to enhance public safety and aid in crime prevention and investigation. The cameras provide real-time monitoring of high-risk intersections, helping to identify and respond to incidents quickly. Additionally, the footage can be used as evidence in investigations and court proceedings.
 
Provide 24×7 Service and Support
Provide support for a wide range of video surveillance systems and software platforms, including installation and configuration, firmware, and software updates, and troubleshooting for both hardware and software issues. We also offer regular system maintenance to ensure surveillance systems are always functioning optimally.
